1. BUTS

Le but du FICIAT (Festival International du Cinéma Indépendant et de l’Art Théâtral) est de promouvoir le cinéma indépendant et l’art théâtral, d’encourager la diversité et l’identité culturelle et cinématographique ; de propager l’art cinématographique en stimulant le développement du cinéma de qualité ; de favoriser les possibilités de coproduction Nord-Sud, Sud-Sud de découvrir et encourager les nouveaux talents, de favoriser les rencontres entre Professionnels du cinéma du monde entier.     « Développement de l’Homme et le brassage des peuples au Moyen de l’Image »

II-DATE

La 11^ème édition du Festival International du Cinéma Indépendant et de l’Art Théâtral se tiendra du 02 au 05 Avril 2024 à Bafoussam.

III-SELECTION

Le Comité de Sélection choisit les films qui seront présentés en Compétition professionnelle et hors compétition.

Chaque film invité en Sélection Officielle par le Comité de Sélection recevra un diplôme de participation et un trophée.

Seuls peuvent être choisis et invités en Sélection Officielle des films répondant aux critères ci-après :

1° avoir été produits dans les cinq années précédant le Festival ;

2° la priorité sera donnée aux œuvres inédites ;

3° servir l’objet du Festival tel que défini à l’Article premier (BUT) ;

4° Les films dont la langue des dialogues est autre que le français et l’anglais doivent être sous-titrés en français ou en anglais

5° Les Films Camerounais doivent être accompagnés d’un VISA D’EXPLOITATION DELIVRE PAR

LE MINISTERE DES ARTS ET DE LA CULTURE DU CAMEROUN (MINAC).

6°) La présence du Réalisateur (ou son représentant) est obligatoire pour les films en Compétition.

1. ENVOI ET TRANSPORT DES COPIES OU AUTRES MATERIELS

Les Films doivent être envoyés exclusivement EN VERSION NUMERIQUE DANS LES FORMATS SUIVANTS :  

AVI, MP4, MPEG4 ou H.264 (HD1080p25) PAR WETRANSFERT OU VIMEO ET PAR  E-MAIL:infos.ficiat@gmail.com

Pour ce qui est des cas d’exception, les frais de transport et de transitaire à l’aller et au retour sont à la charge du réalisateur, du producteur ou de son représentant, ceci s’applique aussi bien aux films sélectionnés qu’à ceux qui sont soumis au Festival en vue de leur sélection éventuelle.

V-PROGRAMMATION

Le Festival International du Cinéma Indépendant et de l’Art Théâtral est ouvert aux catégories suivantes :

• Fictions
• Documentaires
• Animation
• Promotion des Langues et des Cultures Locales
• Films basés  sur l’éducation et la religion

VI-ACCEPTATION

L’inscription d’un film ou son envoi au Festival implique l’acceptation du présent Règlement par les réalisateurs, les producteurs ou leurs représentants.

TOUT FILM INSCRIT ET SELECTIONNÉ NE PEUT ÊTRE RETIRÉ DU FESTIVAL.

Une fois sélectionné, aucun film ne peut être retiré de la programmation au cours de la manifestation pendant la durée du FICIAT, aucun des films invités ne peut être projeté hors des salles du Festival avant sa fin officielle. Si le réalisateur ou son représentant emprunte la copie pour des projections organisées en dehors du Festival, le Festival ne sera pas responsable des pertes ou dommages occasionnés lors de ces emprunts.

VII- PRISE EN CHARGE

Le Réalisateur du film en compétition ou son représentant sera hébergé pendant les deux (2) derniers jours du Festival, sauf dans les cas d’exception.

VIII-EXCLUSIONS

Pour toutes les Catégories (compétitives et non compétitives), les films à caractère industriel ou publicitaire ne sont pas admis. Les films racistes, pornographiques, basés sur la violence gratuite, ou de propagande politique ne sont pas admis.

IX-JURY

Le Comité d’organisation désigne le Président et cinq (5) autres personnalités composant le Jury.

Les membres du jury ne peuvent être associés d’aucune façon à un film en compétition. Ne peut faire partie des Jurys, un membre organisateur du festival, et quiconque est intéressé à la production ou à l’exploitation d’un film en compétition

X-DATES LIMITES ET FRAIS D’INSCRIPTION

Trois dates limites sont prévues pour l’envoi des films

20 Septembre au 20 Octobre 2023

15 Euro pour long métrage (60 min et plus)

10 Euro pour court et moyen métrage (moins de 60 min).

21 Novembre 2023 au 20 Janvier 2024

25 Euro pour long métrage

15 Euro pour court et moyen métrage

21 Janvier au 20 Février 2024

45 Euro pour long métrage

30 Euro pour court et moyen métrage.

Le paiement d’un droit d’inscription est nécessaire pour toute soumission envoyée au Festival Par :

XI- PROMOTION ET PUBLICATION DU PALMARÈS

En participant au Festival, les lauréats de toutes les catégories compétitives s’engagent à utiliser en priorité dans toute démarche promotionnelle ou publicitaire (affiches, annonces, etc.) le nom ou le logo du Festival International du Cinéma Indépendant et de l’Art Théâtral, ainsi que le prix obtenu.

XII-POUVOIR

La Présidente de Ecran pour le Renouveau de la Culture Africaine « ERECA », association organisatrice du Festival, a le pouvoir de régler tous les cas non prévus au présent règlement.

Inscrire un film n’implique pas automatiquement la participation du film à la 11^èmeédition du FICIAT

La participation résulte de la décision du comité de présélection.

La participation au Festival International du Cinéma Indépendant et de l’art théâtral implique l’adhésion au présent règlement et le respect préalable des conditions de présélection.

Le présent règlement s’applique à l’ensemble de la Sélection Officielle (Compétition professionnelle, Hors Compétition).

– Wakfo FICIAT 2024 Meilleure Prestation (Art Théâtral)

I-THE AIM

The aim of FICIAT(International festival of Independent Cinema and Theatrical Arts)is to promote independent cinema and theatrical arts,encourage cultural and cimema diversity and identity,to spread threatrical arts while enhancing the development of quality cinema, to favour encounters among professionals of cinema worldwide.THE DEVELOPMENT OF THE HUMAN AND THE MELTING OF PEOPLE THROUGH IMAGES.

The 11^th edition of the International Festival of Independent Cinema and Theatrical Arts shall hold from April 02 to 05 ,2024 in Bafoussam.

III-CASTING

The casting committee shall choose the films to be presented in the professional competition and also those not competing..Each film invited to the official casting by the committee shall receive a participation certificate and a trophee.

ONLY FILMS FULFILLING THE FOLLOWING CONDITIONS SHALL BE CHOSEN AND INVITED TO THE OFFICIAL CASTING

1-Should have been produced within the last five (5) years to the festival

2-Priority is given to original productions

3-Should serve the purpose of the festival as defined in article 1 (aim)

4-Films with dialogues in languages different from French and English shall be subtitled into French and English.

5-Cameroonian films shall require an exploitation visa from the Ministry in charge(MINAC)

6-The presence of the film Director or his representative is obligatory for the film put in competition

IV-SENDING AND FOWARDING OF COPIES AND OTHER MATERIALS

The film shall be sent exclusively in their soft versions and according to formats (AVI,MP4,MPG4 or a.264(HD/080p25)through WESTRANSFERT or VIMEO and  EMAIL :infos.ficiat@gmail.com.

In  exceptional cases ,transportation fees to and away are the responsibility of the film Director or his representative.This applies to the films selected and those submitted to the festival for selection.

VI-ACCEPTATION

The registration of a film or its forwarding to the festival implies the compliance  to  the present internal rule by its Director,Producers or representatives.

ONCE A FILM IS REGISTERED AND SELECTED ,IT CANNOT BE WITHDRAWN FROM THE FESTIVAL

VII-CHARGES

The film Director of the competing film shall be accommodated during the last two days of the festival  except he/she decides otherwise

VIII-DISMISSALS

For all the categories(the competing and the non competing films).Any film with an industrial and advertising characters shall not be admitted.Films displaying racism,pornography or open violence and political propaganda are not admitted .

IX-JURY

The organizing committee shall design a president and three(03) other members of the jury .The members of the jury shall not be connected in any way to a competing film.No member of the organizing team shall be interested in the production or exploitation  of a film in competition.

X-DEAD LINES AND REGISTRATIONS

Three(03) dead lines are planned for the sending of films

-20^th September-20^th October 2023

15 Euros for long tracks(60mn and above)

10 Euros for short and medium tracks(less than 60 mn)

-21^st November  2023-20^th January 2024

25 Euros for long tracks

15 Euros for short and medium tracks

-21^st January-20^th February

45 Euros for long tracks

30 Euros for short and medium tracks

The effective payment of registration fees is necessary for any submission of films to the festival.

As they take part in the festival, the laureates in all the competing categories commit themselves  to use as a matter of priority in all their promotional endeavors and advertisingstrategies (posters, announcements…)the brand name and symbol of the International Festival of Independent Cinema and Theatrical  Arts),as well as the awards obtained.

XII-POWER

The president of Screen for the Renewal of African Culture-ERECA-the association in charge of the organization of the festival  -has the power to handle all the cases not taken into account by the present internal rule.The registration of a film does not automatically imply its participation in the 11^th edition of the  international festival.

The participation in the International Festival of the Independent Cinema and Theatrical Arts implies the compliance to and the respect of  the conditions of selection.

The present internal rule is implemented to all the actors involved in the competition.

XIII-AWARDS

The jury can award the following distinctions:

-The award for the best short track film

-The award for the best long track film

-The award for the best documentary

-The award for the best entertainment film

-The award  for the best
